"Russia has launched an information operation called "Peace" aimed at blurring the Ukrainian Peace Formula in the information space of the West, the Global South and Ukraine. The first signs of this operation are the introduction of a galaxy of fake peace plans with various proposals and conspiracy theories that "secret negotiations have begun," the CCD reported in Telegram.
According to Andriy Kovalenko, head of the Center, this information agenda is being worked on by Russian propagandists inside Russia, as well as on information platforms in Asia and the Middle East, and by experts, including a network operating in the West. Putin himself actively comments on the "peace initiatives of the Russian Federation".
"The main logic of the Russians' actions is to create white noise, to work on a part of society that is ready for peace at any cost. In reality, Russia is not ready for a just peace and is building up its military capabilities to continue the war. Sowing hopes about readiness for peace is intended to create the illusion that it is Ukraine that does not want to make peace. And this is their main narrative for different audiences around the world," Kovalenko explained.
According to the head of the Center, "the only real proof that Russia is ready for a just peace will be the presence of its representatives at the second Peace Summit. However, at the moment, the Russian Federation is doing everything to dilute the Formula and to replace it with its own "plans".
