Introduction of multiple citizenship in Ukraine: The Rada has taken the first step

The Verkhovna Rada has passed a bill on multiple citizenship in Ukraine in the first reading. The document defines the conditions for acquiring dual citizenship and prohibits it for citizens of the aggressor state.

The Parliament has passed in the first reading a bill that provides for the introduction of multiple citizenship in Ukraine, UNN reports  , citing the deputy corps.

The Verkhovna Rada supported as a basis draft law #11469 on the introduction of multiple citizenship in Ukraine. For the basis - 247

- wrote MP Yaroslav Zheleznyak.

According to him, the second reading should take into account proposals and comments, in particular those of the Ukrainian World Congress.

The draft law is titled “On Amendments to Certain Laws of Ukraine on Ensuring the Realization of the Right to Acquire and Retain Ukrainian Citizenship”.

Document  defines the principles of Ukrainian legislation on citizenship, in particular the principle of single citizenship, which is understood by the Law in two aspects:

-internally - citizenship of the state of Ukraine, which excludes the possibility of citizenship of administrative-territorial units of Ukraine,

- and external - the recognition of a citizen of Ukraine who has acquired citizenship (nationality) of another state or states, in legal relations with Ukraine only as a citizen of Ukraine

The draft law clarifies the conditions for acquiring Ukrainian citizenship by birth, by territorial origin, and the conditions for admission to Ukrainian citizenship. Multiple citizenship (nationality) is allowed in the following cases:

-Acquisition by a child of the citizenship of Ukraine and another state by birth;

-acquisition of citizenship by a child of foreign adoptive parents;

-Acquisition of another citizenship by a citizen of Ukraine through marriage with a foreigner;

-automatic acquisition of another citizenship by a citizen of Ukraine through the legislation of another state without obtaining a supporting document;

-Simplified acquisition of Ukrainian citizenship by foreigners from countries included in the relevant list;

-acquisition by a citizen of Ukraine of the citizenship of the states whose citizens obtain Ukrainian citizenship under a simplified procedure.

In addition to establishing the permissible cases of multiple citizenship, the draft law defines the grounds for losing Ukrainian citizenship.

In particular, multiple citizenship is not allowed for persons who have the citizenship of a state recognized by the Verkhovna Rada of Ukraine as an aggressor or occupier, or a state that does not recognize the territorial integrity and sovereignty of Ukraine, in particular, voted against the UN General Assembly Resolution “On the Territorial Integrity of Ukraine” of March 27, 2014, No. 68/262.

President Zelenskiy submitted a bill on multiple citizenship to the Verkhovna Rada in August this year.
