The SBU and the National Police prevented a terrorist attack in Kyiv by detaining two FSB agents who had planted an improvised explosive device near an administrative building. The perpetrators were caught on a train while attempting to flee to Belarus.

FSB agents who were preparing a terrorist attack near an administrative building in the center of Kyiv have been detained.

The Security Service and the National Police prevented a high-profile terrorist attack in Kyiv. As a result of preemptive actions, two FSB agents who were preparing to blow up one of the administrative buildings in the center of Kyiv were detained. This was reported by the SBU press service, writes UNN.

As the investigation found, the suspects planted a homemade incendiary device that was supposed to cause a fire and explosion of the generator unit near the administrative building. They planned to activate the mechanism remotely while traveling towards Belarus, through which they wanted to escape to the Russian Federation

It was established that after mining the building, the agents boarded a passenger train heading towards the Chernihiv region. From there, they planned to illegally cross the border via the river using an inflatable boat.

Law enforcement officers uncovered the criminals in advance, documented their crimes, and detained them on the train.

According to the case materials, the preparation of the terrorist attack was carried out by Kyiv residents recruited by the FSB. One of them is a mobilized serviceman who arbitrarily left a military unit, the other is a capital marketer.

Both suspects came to the attention of Russian special services through Telegram channels, where they published comments in support of the Kremlin regime.

In case of completing the enemy's task, the Russians promised to "evacuate" the agents to the territory of the Russian Federation with subsequent employment in the ranks of the FSB.

To carry out the terrorist attack, the agents received instructions from the Russian Federation on making a homemade incendiary device, which they placed under a generator in the Shevchenkivskyi district of the capital.

According to the enemy's plan, the explosion of the technological equipment was supposed to cause significant fire damage to the neighboring administrative building.

Also, opposite the site of the planned terrorist attack, the agents installed a disguised telephone camera with remote access for the FSB. To get rid of physical evidence, the suspects equipped it with a second IED, which they planned to detonate after the generator explosion.

During searches, the detainees had smartphones with evidence of working for the enemy and an inflatable boat for illegally crossing the state border seized.

It was established that before carrying out this terrorist attack, they performed a number of "test" tasks from the enemy. In particular, the criminals placed a cache with weapons and ammunition in a forest belt in the suburbs of Kyiv, and sent the geolocation with cache markers to the FSB for further use in subversive activities. Also, the agent-serviceman "leaked" data on military facilities to the enemy, including one of the training grounds, the weapons located there, and the number of military personnel.

The Security Service took measures to secure the locations of the Defense Forces that interested the enemy and were in the area of the agents' activity.

SBU investigators notified them of suspicion under Part 2 of Article 15, Part 1 of Article 258 of the Criminal Code of Ukraine (completed attempt to commit a terrorist act).

The issue of additional qualification of their actions for the fact of high treason committed under martial law is being decided.

The suspects are in custody. They face life imprisonment with confiscation of property.
