Combining a state housing voucher and mortgage for IDPs - a draft law is being considered by Rada

The Committee on Legal Policy recommended adopting draft law No. 15335, which will create a mechanism for providing housing to IDPs through housing vouchers and loans.
The Committee on Legal Policy of the Verkhovna Rada of Ukraine recommended adopting as a basis a draft law that will create a mechanism for providing housing to these citizens. This was reported by UNN with reference to the press service of the parliament.
Details
The purpose of draft law No. 15335, according to the explanatory note, is to create an effective legal mechanism for providing housing to internally displaced persons who lived in temporarily occupied territories, by combining state support in the form of housing vouchers and attracting credit funds.
The main task of the draft law is the normative regulation of the peculiarities of using residential real estate objects as a subject of mortgage. This concerns:
- the acquisition or financing of construction of which
is carried out using housing vouchers and at the expense of credit funds, with legislative consolidation of the prohibition on their alienation and transfer to a subsequent mortgage;
- ensuring proper state registration
of relevant encumbrances on property rights to such property.
In addition, it is proposed to legislatively define the powers of a notary to impose a prohibition on the alienation of residential real estate objects and land plots under them in the case of certifying contracts for their acquisition or financing of construction using housing vouchers.
