In Bila Tserkva, three children living in unsanitary conditions without electricity or gas were removed. The boys, suffering from injuries and malnutrition, have been hospitalized; the investigation is ongoing.

Juvenile prosecutors, together with the children's services and juvenile prevention officers, discovered facts indicating malicious non-fulfillment of parental duties during a monitoring visit to a family in Bila Tserkva.
In the dwelling where the family with three children (boys aged 13, 3, and 2) lives, there are unsanitary conditions: dirt, cockroaches, and empty alcohol bottles. Also, due to debts, there is no electricity or gas supply. The two youngest children show clear signs of neglect, malnutrition, developmental delays, as well as physical injuries. Furthermore, it was established that the oldest boy had not attended school for a long time
The Kyiv Regional Prosecutor's Office emphasizes that such circumstances pose a direct threat to the health, development, and safety of the children. Currently, the boys have been removed from the family. They are in a medical facility where they are receiving the necessary assistance and are under medical supervision.
Based on this fact, information has been entered into the Unified Register of Pre-trial Investigations under Art. 166 of the Criminal Code of Ukraine — malicious non-fulfillment by parents of legally established duties for the care of a child, which caused grave consequences. A pre-trial investigation is ongoing, and the issue of terminating parental rights is being considered.
The task set by the Prosecutor General is to protect children as much as possible and prevent crimes even before they are committed. That is why juvenile prosecutors in the Kyiv region conduct daily inspections, respond to every signal of danger, and intervene where a child is left alone with adult indifference. Protecting children is not just about responding to what has already happened. It is daily proactive work
