Russia does not have enough soldiers to form new military districts because its troops are involved in the war in Ukraine.
Russia has decided to form another army corps, as most of its forces remain involved in operations in Ukraine, and it needs to make efforts to expand its forces in the northwest of the country. This was reported by the Ministry of Defense of the United Kingdom, according to UNN.

The report says that Russia has already begun posting announcements about recruitment to the new 44th Army Corps in a meadow in the Leningrad military district.
Analysts note that Russia is making efforts to increase its forces in the northwest of the country, as most of its forces are still involved in operations in Ukraine.
According to British intelligence, Russia will almost certainly have to decide whether new units, such as the 44th Army Corps, will remain in their garrison locations after they are created or whether they will be transferred to operations in Ukraine to maintain combat power there.
The previously newly created units were immediately deployed to Ukraine, and it is almost certain that the need to continue operations is hampering Russia's broader ambitions to expand its armed forces,
