Draft resolution No. 15415 "On the formation of the composition of the Cabinet of Ministers of Ukraine and the dismissal of members of the Cabinet of Ministers of Ukraine who are in resignation" was supported by 264 people's deputies.

The following retained their positions in the new government:

  • Denys Shmyhal - First Vice Prime Minister - Minister of Energy;
    • Tetiana Berezhna - Vice Prime Minister - Minister of Culture;
      • Serhiy Marchenko - Minister of Finance;
        • Viktor Liashko - Minister of Health;
          • Matviy Bidnyi - Minister of Youth and Sports;
            • Denys Ulutin - Minister of Social Policy, Family and Unity.

              The Ministry of Economy, Environment and Agriculture of Ukraine will again be divided into the Ministry of Economy and Environment and the Ministry of Agrarian Policy and Food.

              Previously, the Ministry of Economy, Environment and Agriculture was headed by Oleksiy Sobolev. The Ministry of Economy and Environment will be headed by Oleksandr Kravchenko, a Ukrainian economist and consultant who has devoted most of his professional career to international strategic consulting. Since 2008, he has been working at McKinsey & Company, and is currently the managing partner of the company's Ukrainian office and one of the leaders of the Energy & Materials practice in Central and Eastern Europe.

              The Ministry of Agrarian Policy and Food was headed by Taras Vysotskyi, who was Sobolev's deputy at the Ministry of Economy.

              The Ministry of Communities and Territories Development of Ukraine, headed by Oleksiy Kuleba, will also be divided into the Ministry of Communities, Territories and Internally Displaced Persons and the Ministry of Restoration, Infrastructure and Transport.

              The Ministry of Communities, Territories and Internally Displaced Persons was headed by People's Deputy (faction "Servant of the People"), chairman of the subcommittee on administrative-territorial structure of the Committee of the Verkhovna Rada of Ukraine on the organization of state power, local self-government, regional development and urban planning Vitaliy Bezgin.

              Bezgin was elected as a people's deputy in the early elections in 2019 on the list of the "Servant of the People" party under number 77. Therefore, Bezgin must resign his mandate, and the next candidate on the list, Bohdan Morklyanyk (No. 163 on the "Servant of the People" list), will take his place.

              At the time of his candidacy, Morklyanyk was the director of the state organization "National Intellectual Property Office." In 2020, he became deputy head of the National Agency for Higher Education Quality Assurance. In March 2022, he was mobilized into the Armed Forces of Ukraine.

              The Ministry of Restoration, Infrastructure and Transport was headed by the current head of the Kyiv Regional State Administration, Mykola Kalashnyk.

              The Ministry of Justice, which was headed by acting minister Liudmyla Suhak, was headed by People's Deputy (faction "Servant of the People"), chairman of the VR Committee on Legal Policy Denys Maslov, who, like Bezgin, was elected as a people's deputy in the early elections in 2019 on the list of the "Servant of the People" party under number 138.

              Instead of Halushchenko: the government temporarily appointed Liudmyla Suhak as the head of the Ministry of Justice19.11.25, 22:17 • 3567 views

              Like Bezgin, Maslov must resign his mandate, and the next candidate on the list, Viktoriia Rieznikova, under number 165, will take his place.

              Viktoriia Rieznikova is a Doctor of Law, Professor, Corresponding Member of the National Academy of Legal Sciences of Ukraine, Head of the Department of Economic Law and Economic Justice at the Educational and Scientific Institute of Law of Taras Shevchenko National University of Kyiv.

              Ukraine's representative to the European Union and the European Atomic Energy Community, Vsevolod Chentsov, has been appointed to the position of Vice Prime Minister for European and Euro-Atlantic Integration, replacing Taras Kachka.

              The current head of the Mykolaiv Regional Military Administration, Vitaliy Kim, has headed the Ministry of Veterans Affairs, replacing Nataliia Kalmykova.

              The Head of the National Police of Ukraine, Ivan Vyhivskyi, has taken over the Ministry of Internal Affairs, replacing Ihor Klymenko, who may be appointed Minister of Defense instead of Mykhailo Fedorov.

              The Ministry of Education and Science, instead of Oksen Lisovyi, has been headed by Andrii Butenko — the Head of the National Agency for Higher Education Quality Assurance since April 2022.

              The Ministry of Digital Transformation, which has been headed in an acting capacity since January by Oleksandr Borniakov after the appointment of Mykhailo Fedorov as Minister of Defense, has been taken over by Oksana Ferchuk — the Deputy Minister of Defense of Ukraine for Digital Development, Digital Transformations, and Digitalization.
