According to Governor Igor Kobzev, the high alert regime was introduced to prevent an emergency situation amid the fuel crisis. He instructed the regional departments of the Ministry of Internal Affairs and the Russian National Guard to ensure public order in queues at gas stations, prevent illegal resale of fuel, and organize patrols at places where it is sold.
In addition, at gas stations of the Rosneft network, gasoline sales have been limited to 50 liters per day per vehicle. At other gas stations, this limit may be even lower.
