An international special tribunal to prosecute war crimes in Ukraine could be established by the end of 2024, with options for its creation based on a multilateral or bilateral agreement being considered, European Commissioner for Justice Didier Reynders has said.

According to the European Commissioner, two main options are being considered for the creation of a special tribunal: a multilateral agreement or a simplified solution based on a bilateral agreement between Ukraine and the Council of Europe.
In addition, he noted that the EU has created a new system for transferring legal proceedings. Thus, if a criminal trial is ongoing in Ukraine, in particular for the crime of aggression, it can be transferred to a similar special tribunal. Reynders believes that the creation of the tribunal is at the final stage.
"The next step is a matter of political will. It's only the beginning of the year, and by the end of the year it should be possible," he summarized.
