40 Years of Chornobyl — What Free Medical Services Does the State Guarantee to Victims

Details

Currently, the list includes 36 medical institutions. In 2025, the list was updated taking into account changes in the healthcare system and the development of a capable network. It included institutions that have the relevant experience, modern equipment, and qualified staff.

A separate area of assistance to those affected by the ChNPP accident is the provision of medicines.

Ukrainians can use the "Affordable Medicines" reimbursement program within the Medical Guarantees Program.

If they have chronic diseases that require lifelong therapy,  — they can receive medications free of charge or with partial payment. Currently, the program covers 748 names of medicinal products, including for the treatment of cardiovascular diseases, diabetes, endocrine disorders, and mental disorders.

Also, in 2026, the government expanded access to free denture services and planned dental care for those affected. The right to such services is held by persons with disabilities related to the consequences of the accident, as well as citizens classified in the first category of affected persons, including those who suffered from radiation sickness.

Denture services are currently available at 207 medical locations across the country, and planned dental care — at 518 institutions.

In addition, for medical indications, those affected can receive free joint endoprosthetics. Endoprostheses are purchased at state expense and transferred to hospitals in various regions. Priority is given, in particular, to children with disabilities, accident liquidators, and persons of the first category of affected.

Another option available to those affected by the ChNPP accident is the annual comprehensive "Health Screening 40+" examination. The program includes laboratory tests, risk assessment, physical examination, and provision of individual recommendations. If necessary, patients are prescribed treatment or referred for additional examinations.

Ukraine provides social protection to liquidators and those affected by the ChNPP accident. But the system needs updating.
