Russian colonel is suspected of attacking Hryhorii Skovoroda museum in Kharkiv region

In May 2022, Russian Colonel Ivan Panchenko ordered an airstrike that damaged the National Museum of Hryhorii Skovoroda in Kharkiv region and injured a museum employee.

The SBU has served a notice of suspicion to Russian Colonel Ivan Panchenko, who, in particular, ordered an attack on the National Museum of Hryhoriy Skovoroda in Kharkiv region in May 2022. UNN reports this with reference to the SBU. 

The SBU collected evidence against another Russian war criminal involved in shelling of Ukrainian civilian infrastructure. It is Colonel Ivan Panchenko, commander of the 159th Fighter Aviation Regiment of the Western Military District of the Russian Armed Forces

According to the SBU,  Panchenko has been involved in organizing and conducting air attacks on civilian targets in Ukraine since the beginning of the full-scale war. In early May 2022, he himself ordered an air strike on the National Museum of Hryhoriy Skovoroda in Kharkiv region. 

the Russians hit the memorial complex with an X-35 type turbojet anti-ship  missile from a Su-35S fighter jet. The museum building was heavily damaged, and a museum employee was seriously injured.

According to the SBU, the Russian colonel continues to command air strikes in various regions of Ukraine.

Based on the evidence collected, the SBU investigators served Panchenko a notice of suspicion in absentia under Part 2 of Article 28 and Part 1 of Article 438 of the Criminal Code of Ukraine (violation of the laws and customs of war, giving orders to commit such acts committed by prior conspiracy by a group of persons).

Comprehensive measures are underway to find and punish the Russian war criminal, the SBU added.
