More money for security and defense — the budget committee supported changes to Ukraine's main budget

The Verkhovna Rada Committee approved an increase in defense spending by 1.5 trillion UAH in 2026. The funds will be allocated to the Armed Forces of Ukraine and weaponry, thanks to a 90 billion euro EU loan.

The Verkhovna Rada Committee on Budget has recommended that the parliament adopt in the second reading and in its entirety the government's draft law on amendments to the 2026 State Budget, which provides for an increase in security and defense spending by over 1.5 trillion hryvnias, following a 90 billion euro loan from the EU. This was reported by UNN with reference to the committee's decision.
Based on the results of the consideration of this issue, the committee decided: to recommend that the Verkhovna Rada adopt the draft law "On Amendments to the Law of Ukraine 'On the State Budget of Ukraine for 2026' regarding financial support for the security and defense sector" (reg. No. 15224) in the second reading and in its entirety in the final version set out by the Committee in the comparative table to the said draft law, with the necessary editorial and technical-legal corrections
According to the draft law, it is planned to establish that state budget revenues in 2026 will amount to almost 5.2 trillion hryvnias, instead of the current 2.9 trillion hryvnias.
State budget expenditures will also increase from 2.6 trillion hryvnias to almost 3.8 trillion hryvnias.
Currently, according to the law on the State Budget, in 2026, funds received by the special fund are directed, in particular, in the amount of 60% to the Ministry of Defense for measures to reform and develop the defense-industrial complex, develop, master, and implement new technologies, increase existing production capacities for the manufacture of defense products, and purchase weapons, military (special) equipment, means, and hardware;
The draft law plans to supplement this norm, according to which funds can be directed to the payment of rewards for destroyed unmanned aerial vehicles of the aggressor state.
The government also proposes to establish that in 2026, receipts received within the framework of international agreements with the European Union are included in the state budget revenues as receipts within the framework of the European Union's enhanced cooperation mechanism and are credited:
- under the budget support component – to the general fund of the state budget;
- under the defense capability and state security support component – to the special fund and are directed to the Ministry of Defense for the purchase, modernization, and repair of weapons, military (special) equipment, ammunition, and their components for the needs of the security and defense sector bodies.
Government officials also want to establish that from July 1 to December 31, 2026, as an exception, the military tax shall be credited in full to the special fund of the State Budget of Ukraine and directed to the payment of financial support for servicemen of the Armed Forces of Ukraine.

According to the draft law, the Cabinet of Ministers will be able in 2026 to distribute budget allocations for the implementation of comprehensive resilience plans for regions and individual cities, opening new budget programs if necessary, including transfers to local budgets. It is planned to add 40 billion hryvnias to the Reserve Fund for this purpose.
The draft law also changes the procedure for calculating the salaries of NABU employees, according to which they will be calculated based on the subsistence minimum (3,328 hryvnias). Currently, the official salary of NABU, NAPC, ARMA, and BEB is calculated based on the subsistence minimum established in 2025, which is 3,028 hryvnias.
For the second reading, MPs added norms according to which the government is to be instructed to provide for the restoration of the sources of the Road Fund formation in 2027 in the amount of 25%, and MPs also voted to direct 1.4 billion hryvnias for payments to employees of the Judicial Security Service.

In total, it is planned to increase expenditures on the security and defense sector by 1.56 trillion hryvnias.
For example, expenditures for the National Guard of Ukraine will increase from over 186 billion hryvnias to over 202 billion hryvnias. Expenditures for the Ministry of Internal Affairs will increase from over 503 billion hryvnias to over 533 billion hryvnias. Expenditures for the Ministry of Defense will increase to over 3.4 trillion hryvnias.
Expenditures for the State Special Transport Service of Ukraine will increase to over 58.4 billion hryvnias (+2.13 billion hryvnias), expenditures for the Main Intelligence Directorate (HUR) will increase to over 31.5 billion hryvnias (+1.83 billion hryvnias), and expenditures for the Security Service of Ukraine (SBU) will increase to over 43.3 billion hryvnias (+2.47 billion hryvnias).
It is planned to increase expenditures for the financial support of the military to 768 billion hryvnias (+35 billion hryvnias).

In addition, it is planned to increase expenditures:
- +559.1 million hryvnias for the Ministry of Energy apparatus;
- +127.5 million hryvnias for the liquidation of mines;
- +46.1 million hryvnias for the State Energy Supervision Service;
- +599.1 million hryvnias for the State Agency for Exclusion Zone Management, including 525.1 million hryvnias for the "Shelter" facility;
- to redistribute 95 million hryvnias to the apparatus of the National Committee of Sports for the Disabled, without increasing the total expenditures of the Ministry of Youth and Sports.
