The Verkhovna Rada Budget Committee has approved the draft state budget for the second reading with important changes. Among the main ones are $2 billion from the UK for weapons and the preservation of 64% of personal income tax for communities.

The Verkhovna Rada Budget Committee has approved the draft State Budget for 2025 for the second reading with important changes, including the proposal to preserve 64% of personal income tax for communities, the committee's chairwoman, MP Roksolana Pidlasa, wrote on Facebook on Monday, UNN reports.

"The Budget Committee approved the draft State Budget-2025 for the second reading and made final amendments to the text of the draft. Next is the voting in the hall in the second reading and in general for the entire draft law," Pidlasa wrote.

According to her, the committee proposed to change :

1. 2 billion dollars (UAH 90 billion) of loan funds will be transferred to the state budget from the UK solely to cover military expenditures, namely the purchase of weapons. They are reflected in the special fund of external borrowings and the expenditures of the Ministry of Defense,

2. Leave 4% of personal income tax (except for military) in communities (i.e., 64% for communities in total) for payments for utilities and energy, and accordingly, cancel the subvention to regional budgets to cover the difference in tariffs by UAH 12.2 billion,

3. Allowed frontline communities NOT to transfer reverse payments to the state budget (a total of UAH 593 million),

4. 128 million to Ukrzaliznytsia to co-finance the European project for the development of railway infrastructure (actually, the railway track). Co-financing is a prerequisite for the provision of European funds,

5. + UAH 277.1 million to the National Academy of Sciences, in particular for research in the military sphere,

6. The possibility for political parties to buy military government bonds was excluded (Article 49 of the budget),

7. The obligation for hospitals to keep money on accounts in the Treasury has been excluded (clause 28 of the final provisions).

"The rest is as submitted by the government," noted Pidlasa.
