The Government plans to pay rental subsidies to IDPs for two years - Ministry of Social Policy

The Ministry of Social Policy reported that it has developed a mechanism for paying rental subsidies for IDPs. The amount of the subsidy will be adjusted depending on the average cost of renting an apartment in the region, household income, and family size.

In the next two years, IDPs are going to receive a subsidy for renting housing. This was reported by the Ministry of Social Policy, UNN reports.

The Ministry of Social Policy is developing a mechanism for paying subsidies to IDPs to pay for housing. It is expected that the program will be introduced in June this year and will operate for two years. However, the project is still being finalized.

The amount of the subsidy will be adapted to the cost of renting housing in a particular region or city. This means that the amount of the subsidy will take into account the difference in rental prices in places such as Kyiv, Mykolaiv, Zakarpattia, or in small towns.

In addition, the amount of the subsidy will be regulated depending on th

  • number of people in the family that rents housing; 
  • household income; 
  • the ability to pay rent independently.

The subsidy for rent will be provided based on  income: the lower the income, the higher the percentage of rent covered by the subsidy. Initially, this support will be provided to internally displaced persons. In the future, such assistance may be extended to other citizens in need of state support in this area.

The Ministry cites a study by CEDOS, an analytical company supported by the Council of Europe and commissioned by the Ministry of Social Policy, which shows that housing prices in Kyiv are 22% higher than the national average (up to UAH 8,400 for a one-bedroom apartment). In Mykolaiv and Mykolaiv region, prices are 30-35% lower (not exceeding UAH 4.5 thousand), and in Zakarpattia they are 2.5 times higher than the national average (reaching UAH 17 thousand for a one-bedroom apartment). The lowest prices are in Chernihiv, Sumy, Kharkiv and Kherson regions, where renting a one-bedroom apartment in the region costs from UAH 2.8 thousand to UAH 4.4 thousand, and in regional centers - from UAH 3.2 thousand to UAH 5 thousand.
