Russian attack on Kyiv on July 2: investigation establishes direct responsibility of Chief of the General Staff of the Russian Federation Gerasimov

The Prosecutor General reported the opening of a case over the attack, which resulted in the deaths of 30 civilians. Responsibility is placed on the Chief of the General Staff of the Russian Federation Valery Gerasimov.
Law enforcement officers have launched an investigation into the Russian missile and drone attack on Kyiv on July 2. According to the investigation, the direct responsibility for organizing this attack lies with the Chief of the General Staff of the Russian Armed Forces – First Deputy Minister of Defense of the Russian Federation Valery Gerasimov, the Prosecutor General Ruslan Kravchenko reported on social networks on Friday, writes UNN.

"Russian terror has specific names, positions, and orders. The Office of the Prosecutor General, together with the Security Service of Ukraine, has initiated a pre-trial investigation into the combined Russian missile and drone attack on Kyiv and the Kyiv region on the night of July 2, 2026," Kravchenko wrote.
As the Prosecutor General noted, the victims of the enemy attack were 30 civilians who simply died because they are Ukrainians. More than 90 suffered injuries of varying degrees.
"No, this is not an accident. This is systematic terror against civilians," he emphasized.
The criminal proceedings, Kravchenko stated, were opened under Part 2 of Article 438 of the Criminal Code of Ukraine — violation of the laws and customs of war provided for by international treaties, as well as giving an order to commit such actions.
"The targets of this strike were not military or strategic objects. The Russians deliberately struck residential buildings and civilian infrastructure, taking the lives of innocent people, for whom all of Ukraine is in mourning today. Such actions are a gross violation of the norms of international humanitarian law," the Prosecutor General stated.
According to the investigation, the direct responsibility for organizing this attack lies with the Chief of the General Staff of the Armed Forces of the Russian Federation – First Deputy Minister of Defense of the Russian Federation Valery Gerasimov. It has been established that the attack was planned and organized by him in a conspiracy with the highest political leadership of the aggressor state
The implementation of the criminal plan was ensured by the commanders and military units subordinate to him, the Prosecutor General stated.
"According to our data, it was Gerasimov who united the actions of long-range aviation, the Black Sea Fleet, ground forces, and unmanned systems units into a single criminal plan. These are the units that strike Ukraine from bombers, missile-carrying ships, and ground-based operational-tactical missile systems. They attack our cities with missiles of the 'Kh', 'Kinzhal', 'Kalibr', 'Iskander' types and attack UAVs," the Prosecutor General reported.
Within the framework of this criminal proceeding, according to him, "other massive missile and drone attacks on the territory of Ukraine will also be investigated."
"We are establishing the full chain of responsibility of the Russian command: from those who make criminal decisions and turn terror against peaceful people into state policy, to those who directly launch drones and missiles at Ukrainian cities. Every role will be proven and every name will be established. All those involved will be held accountable. Sincere condolences to everyone who lost loved ones and relatives that night," Kravchenko stated. "War crimes have no statute of limitations. I am convinced that the personal responsibility of Gerasimov and his accomplices is only a matter of time. We continue to work."
