This was reported by Judicial and Legal Newspaper with reference to a document of the Cabinet of Ministers, UNN reports.
For example, it is noted that a significant number of NGOs and LLCs that have received reservations for 100% of their employees are engaged in researching election and public opinion issues at the expense of foreign partners, but for some reason are recognized as critical.
It is worth noting that municipal enterprises such as the Kyiv Metro and Kyivavtodor are currently reporting a lack of labor due to mobilization.
Rescuers of the State Emergency Service and police officers are not subject to full reservation. Some city-forming enterprises report risks of work stoppage.
However, as previously reported by the Judicial and Legal Newspaper, the new booking procedure, approved by the Cabinet of Ministers Resolution No. 650 of June 5, provides for 100% booking for grant project implementers, regardless of the direction of their activities.
Thus, the order of June 21, 2024, approved the list of representative offices of donor agencies, implementers of international technical assistance projects, and non-governmental organizations that received reservations for 100% of their employees
"The Judicial and Legal Newspaper states that the list of these "critical for the functioning of the economy and ensuring the livelihood of the population in a special period" has been made public.
According to the Judicial and Legal Newspaper, judging by the list approved by the government, a significant number of these organizations are engaged in policy-making in Ukraine, public opinion research, polls, analysis of electoral processes, etc.
At the same time, they are classified as "critical". Thus, in addition to organizations that are direct representative offices of donor agencies from the United States, Germany, the United Kingdom, etc., this list includes a number of domestic non-governmental organizations and limited liability companies, and even an educational institution.
In particular, this is the all-Ukrainian NGO "Civic Network "Opora", among whose leaders is Olha Aivazovska, who, according to open registers, was the head of the Cherkasy city organization of a political party.
