President of Ukraine Volodymyr Zelenskyy has signed the Law "On Preschool Education", which aims to improve the working conditions of teachers, expand the rights of parents, introduce new forms and types of kindergartens, and regulate various aspects of preschool education.

On Friday, July 5, President of Ukraine Volodymyr Zelenskyy signed the Law "On Preschool Education". This was reported by UNN with reference to the bill card.

It is expected that the law will improve working conditions for educators and expand the rights of parents. In particular, among 

Among the main changes for educators:

  • annual vacation of 56 calendar days for all teaching staff;
  • reducing the workload for educators, physical education instructors, psychologists, social educators, teaching assistants, and methodologists;
  • the possibility of setting higher salaries, additional payments and allowances.

For parents , the document provides: 

  • the right to territorial accessibility of preschool institutions, which will be ensured by executive authorities and local governments;
  • the right to form an individual educational trajectory for a child;
  • the right to choose the form of preschool education;
  • the right to pedagogical support.

For kindergartens , the draft law provides for: 

  • expanded forms of education: full-time, online, and distance learning;
  • new types: mobile, family, mini-kindergarten, pedagogical partnership center;
  • regulated use of educational and part-time programs;
  • a clear procedure for enrolling children on a territorial basis.

For founders of preschool education institutions and authorities:

  • the obligation to provide teachers with game, didactic, material and technical resources;
  • responsibility for the territorial accessibility of education;
  • establishing surcharges for exceeding the norm for children in the group;
  • special conditions for the liquidation of kindergartens in rural areas and special kindergartens.
