Starting from 2025, sellers will face fines for issuing fiscal checks in the “old fashioned” way

Starting from January 1, 2025, new requirements for the form and content of fiscal receipts will be introduced. Sellers will be fined 100% of the value of the goods sold for issuing old-style receipts.
Starting in 2025, sellers who issue fiscal checks in the old form will be fined 100% of the value of goods sold with violations, and the checks will be considered invalid, UNN reports.

The Order of the Ministry of Finance No. 601 stipulates that business entities are obliged to ensure the issuance of settlement documents in a new form and content starting from January 1, 2025.
Starting from March 1, 2025, duty-free shops will be able to issue fiscal receipts in the "old" form when selling alcoholic beverages and/or tobacco products, but with the mandatory indication of the details of the passport document of the buyer of the goods, the weight of a unit of tobacco product, the number of tobacco products in a unit of goods (pack), the strength of alcoholic beverages and the volume in liters of a unit of goods (bottle).
The Order also establishes new mandatory data to be included in a fiscal check. In particular, the inscription "payment system" (name of the payment system whose payment instrument is used, authorization code or other code identifying the transaction in the payment system and/or the transaction code in the payment system, code value) is replaced by "details of the electronic payment instrument (payment card) in the format permitted by the security rules of the issuer or payment system (for electronic payment instruments used for transactions in the payment system), preceded by the capital letters ‘EPS’.
The designation of the form of payment (cash, electronic payment instrument, credit, etc.), the amount of funds under this form of payment and the currency of the transaction shall be replaced with "designation of the form of payment ("cash", ‘non-cash’, ‘other’), the amount of funds under this form of payment and the currency of the transaction".
It was assumed that in case of issuance of a fiscal check in the old form, such a check would not be considered a payment document and the trader could be fined 100% of the value of the goods sold with violations for the first violation and 150% for subsequent violations.
However, the Ministry of Finance noted that the transitional period for the introduction of new requirements to the form and content of settlement documents is planned to be extended until March 1, 2025.
"Due to the lengthy procedure for approval and registration of the order, it became necessary to extend the deadline for business entities to take measures to set up the operation of payment transaction recorders and software payment transaction recorders to ensure that they generate settlement documents in a new form and content, taking into account the changes introduced by Order No. 601," the Ministry of Finance noted.
