Starting January 1, 2025, all medical institutions will work through the NHSU Medical Guarantee Program. The first agreement has already been signed by the Institute of Traumatology and Orthopedics, and other institutions must comply with the NHSU requirements.

“Starting from January 1, 2025, all medical institutions and government agencies will start working exclusively through the Medical Guarantee Program. This is a legal requirement and a principled position of our Committee. To work in a single medical space, the NAMSU institutes must comply with the requirements of the NHSU and sign an agreement with the service,” said Mykhailo Radutsky, Chairman of the Committee on National Health, Medical Care and Medical  Insurance. 

According to him, in mid-December, the NHSU has already started accepting applications for contracts from the institutes of the National Academy of Medical Sciences, medical institutions of the Ministry of Health, the State Administration of Affairs and the National Academy of Sciences. 

The Institute of Traumatology and Orthopedics was the first among the NAMSU institutes to fulfill all the requirements of the NHSU, applying for a contract for the package “Transitional Financing of Healthcare Services Provision to Healthcare Facilities”. According to the package, if in 2025 the income from cooperation with the NHSU is less than the funding of this year, the Institute will receive an additional payment from the state. The management of the Institute of Traumatology and Orthopedics plans to contract under other PFMG-2025 packages, and preliminary calculations show that the institution will not need additional funding.

Radutsky emphasized that while previously the institutes of the National Academy of Medical Sciences were funded separately, now, as envisaged by the medical reform, they will work under contracts with the NHSU and receive funds for the services they provide.

“The transition to a single medical space will allow paying for services at transparent rates and unified standards, which will improve the quality of medical services to patients in the long run,“ the MP added.”

The Medical Guarantee Program implemented by the NHSU is a list of medical services and medicines that the state guarantees to Ukrainians free of charge. The NHSU pays for these medical services for citizens directly to hospitals by entering into an agreement with them.

At the end of December, the Cabinet of Ministers approved the procedure for implementing the program of state guarantees of medical care for the population in 2025. The Procedure defines the list of medical services under the program of medical guarantees (packages of medical services) in 2025, tariffs and adjustment coefficients for them, peculiarities of calculating their cost, and the list of medicines and medical devices whose cost will be reimbursed by the National Health Service of Ukraine.
