The president of Ukraine said that the Budapest Memorandum has not worked for a single day in 30 years of its existence. Zelensky stressed the need for effective security guarantees instead of simple signatures and promises.
The Budapest Memorandum, which was signed on December 5, 1994, proved that it did not work for a single day, so everyone in the world will now know that just the signature of any state, some assurances or promises for security are not enough, but effective guarantees are needed.
This was stated by President of Ukraine Volodymyr Zelensky in an evening address, reports UNN.

Ten years of war. This document didn't work for a single day. And because of this, everyone in the world will now know that just the signature of any state, some assurances or promises are not enough for security. We need effective guarantees. That is, a real alliance and a realistic security foundation within the country. A weapon that allows you to defend yourself and deter the enemy. The memorandum on security guarantees in connection with Ukraine's accession to the Treaty on the non — proliferation of nuclear weapons is an international agreement concluded on December 5, 1994 between Ukraine, Russia, the United Kingdom and the United States on guarantees to Ukraine in connection with its acquisition of non-nuclear status.
The countries that signed the memorandum pledged to respect the independence, sovereignty and borders of Ukraine; refrain from the threat of force, its use against the territorial integrity or political independence of Ukraine; refrain from economic pressure aimed at subordinating to their own interests the exercise by Ukraine of the rights inherent in its sovereignty, and thus gain any advantages, etc.
The document from Ukraine was signed by the then president of Ukraine Leonid Kuchma.
