These latest assumptions probably date back to Moscow's rapid advance in eastern Ukraine, and the current high level of U.S. aid is already causing Kellogg discomfort. 

The plan also states that the front line will be frozen by a cease-fire and the introduction of a demilitarized zone. 

"For agreeing to this, Russia will receive a limited easing of sanctions, and a full one – only after signing a peace agreement that Ukraine likes. A fee for Russian energy exports would pay for the restoration of Ukraine. Ukraine would not be asked to refuse to return the occupied territories, but it would agree to achieve this only through diplomatic means. He admits that "this will require a future diplomatic breakthrough, which probably won't happen until Putin leaves office," the newspaper notes. 

At the same time, the publication emphasizes that freezing the front line will lead to a very brutal few months, as Moscow will try to seize as much territory as possible. In the past, the Kremlin ignored the terms of the ceasefire and pursued its territorial goals. 

"The Demilitarized Zone will probably need to be protected, possibly by placing NATO troops or soldiers of other non - aligned states between the two sides," the article says. 

Kellogg's plan also provides for more weapons for Ukraine, but he admits that the United States will not be able to do this. The plan states that the United States produces 14 thousand 155-caliber artillery shells per month, which Ukraine can use in just 48 hours.  

"The plan gives Ukraine the desired chance to put an end to violence at a time when it is losing on all fronts and lacks basic human power – an obstacle that it may never overcome, and in which Russia will probably always be ahead of it. But this begins a process in which the cunning and deceitful Putin will enjoy himself. Exploiting the ceasefire and the West's weakness is its strong suit, a moment it has been waiting for for almost three years. The plan accepts the West's fatigue that its arms production is not keeping up with it and that its values are wasteful," the journalists add.
