Ukraine changes construction rules - government cites desire for rapid reconstruction

The Cabinet of Ministers has simplified procurement and allowed customers to choose the authority for obtaining permits. The changes also regulate construction near airfields.

The Cabinet of Ministers of Ukraine has supported a package of changes aimed at simplifying regulations in the construction industry and accelerating reconstruction. This was reported by the Ministry for Communities and Territories Development of Ukraine on Monday, according to UNN.
This refers to a complex of decisions designed, as reported, to reduce bureaucratic barriers and make processes more transparent and predictable for businesses and communities.
What the relevant ministry says
As noted by the Deputy Prime Minister for Restoration - Minister for Communities and Territories Development Oleksiy Kuleba, the state's main task is "to ensure that licensing procedures are clear, predictable, and do not block project implementation."
"The adopted package of decisions changes the very logic of the industry's operation and meets modern challenges. The main goal is to create conditions for accelerating reconstruction, reducing risks for business, attracting investment, and developing construction as one of the key drivers of the economy," Kuleba said.
How construction rules have changed in Ukraine
The changes provide for the introduction of framework agreements in the field of procurement, which is expected to allow for "quickly selecting contractors and launching construction without protracted procedures."
The pricing system is also being improved: estimates will reportedly be brought as close as possible to market conditions, with objective consideration of costs and wages, which should reduce shadow practices.
A separate block of decisions concerns reducing bureaucracy. Customers will have the opportunity to independently choose where to receive licensing services—at local state architectural and construction control bodies or at the State Inspectorate of Architecture and Urban Planning.

This is expected to shorten the time for reviewing documents and reduce the risks of process delays.
In addition, a mechanism for appealing refusals to grant urban planning conditions and restrictions is being introduced: if a refusal is found to be unjustified, projects will be able to proceed without long delays.
The issue of construction near airfields is also being regulated. New procedures will allow projects to be implemented even under wartime restrictions, while maintaining the necessary level of safety.
The government hopes that the adopted changes will contribute to the acceleration of reconstruction, the revitalization of the construction market, and the strengthening of the industry's role as one of the key drivers of economic growth.

In November 2025, Ukraine changed the rules for determining construction costs and construction workers' wages. They will be in effect during martial law and for one year after its conclusion.
