Misappropriation of UAH 62 million of the State Special Communications Service of Ukraine: the court refused to mitigate the preventive measure for the organizer

The High Anti-Corruption Court has remanded in custody Roman Koval, accused of organizing a scheme to embezzle UAH 62 million in public funds, with the possibility of granting bail in the amount of UAH 50 million. The bail provides for Koval's release under certain procedural obligations.
The Appeals Chamber of the High Anti-Corruption Court upheld the bail of Roman Koval, the alleged organizer of the scheme to misappropriate public funds in the amount of more than UAH 62 million during the procurement of the State Service for Special Communications and Information Protection of Ukraine, in the amount of UAH 50 million. This was reported by UNN with reference to the SAPO.
On December 19, 2023, the HACC Appeals Chamber dismissed the defense's appeal and upheld the HACC decision of November 22, 2023 to apply a preventive measure in the form of detention with an alternative of UAH 50 million bail to a person whom the investigation considers to be the organizer of a scheme to seize more than UAH 62 million during the purchase of information technology intended to create a system of secure data registers by the State Service for Special Communications and Information Protection of Ukraine .
The SAPO reports that, given that the bail has been paid, the person is now subject to the relevant procedural obligations.

The HACC arrested with the possibility of bail in the amount of UAH 50 million, the organizer of the scheme of misappropriation of public funds in the amount of over UAH 62 million during the procurement of Koval by the State Service for Special Communications and Information Protection of Ukraine.
He was released on bail.
The Specialized Anti-Corruption Prosecutor's Office and the National Anti-Corruption Bureau of Ukraine reported that the head of the State Special Communications Service, his deputy and others are suspected of misappropriating over UAH 62 million.
The Cabinet of Ministers of Ukraine has dismissed the leadership of the State Service for Special Communications and Information Protection of Ukraine - the head of the agency, Yuriy Shchyhol, and his deputy, Viktor Zhora.
