The level of trust of Ukrainians in state institutions varies sharply: they rely most on the Armed Forces and rescuers, and least on the Verkhovna Rada and the government. This is reported by UNN with reference to the Razumkov Center.

According to a sociological survey by the Razumkov Center, conducted in November 2025, 32.5% of Ukrainians believe that events in Ukraine are developing in the right direction, while 48% hold the opposite opinion.
The highest trust is placed in the Armed Forces of Ukraine (92%), the State Emergency Service (86%), volunteer organizations (81%), and volunteer detachments (78%). Among state bodies, the highest trust is observed in the National Guard (72%) and the State Border Guard Service (70.5%).
At the same time, there is almost no trust in the Verkhovna Rada of Ukraine (76% distrust), in the government – 73%, in the state apparatus – 75%, in political parties – 71.5%,
The level of trust in the President of Ukraine and Ukrainian media has practically equaled the level of distrust (48% and 45% distrust, respectively).
As sociologists note, "the share of those who believe that events are developing in the right direction is significantly higher among those who trust the Ukrainian authorities – from 19% among those who do not trust them at all, to 51.5% among those who fully trust them."
Problems of Ukrainian society and budget priorities:
The main problem for citizens remains military actions at the front (68% of respondents indicated it), as well as corruption in government bodies (45%), destruction of housing due to missile and drone attacks (40%) and infrastructure (38%). Other important issues are power, water, and gas outages (30%), low salaries and pensions (29%), inflation (27%), and high utility tariffs (25%).
Regarding state budget expenditures during the war and post-war period, respondents believe that the priority should be to support war veterans (53%), strengthen civilian protection of the population (46%), build and repair social infrastructure (32%), and increase salaries and pensions (31%).

The Razumkov Center survey involved 2008 respondents - Ukrainians aged 18 and over. The theoretical sampling error does not exceed 2.3%. The survey showed that the level of trust of Ukrainians in various institutions varies significantly.
Recall
A KIIS survey showed a significant drop in Ukrainians' trust in NATO and the US, while trust in the European Union and President Zelensky remains stable. Only 9% of citizens support elections during the war.
