18 thousand Ukrainians have bought housing under the state affordable mortgage program "eOselia", more often choosing housing on the secondary market under the program, the most popular being compact housing - about 80%, the Ministry of Economy reported on Monday, writes UNN.

"18 thousand loans, over 11.5 thousand children provided with housing and over a million square meters of living space - these are the results of the program to date. The amount of issued loans has already exceeded UAH 30 billion," said First Deputy Prime Minister - Minister of Economy Yulia Svyrydenko.
According to her, the demand for affordable mortgages remains high. "After the program was updated in November 2024, the number of Ukrainians choosing housing in new buildings increased. If last year the share of such purchases was 33%, now it is 60%. This is an important signal for the construction industry, which is gaining momentum and recovering," the Deputy Prime Minister said.
Who takes out mortgages most often
More than half of borrowers are contract servicemen of the Armed Forces of Ukraine and representatives of the security sector, who receive loans at 3%. In total, preferential terms at this rate have already been used by:
- 9,331 families of contract servicemen and security sector representatives;
- 1,413 medics;
- 1,406 educators;
- 369 scientists.
Another 5.5 thousand Ukrainians used mortgages at 7%, among them:
- 4,496 Ukrainians who do not have housing or have housing smaller than the norm;
- 672 internally displaced persons;
- 411 veterans.
Almost 45% of program participants are Ukrainians aged 26 to 35, another 33% are aged 36-45. The total area of housing purchased under the program exceeds one million square meters.
What housing and where is most popular
Compact housing remains the most popular - about 80%:
- 39% - housing with an area of less than 50 m²;
- another 39% - within 50-73 m².
By type of real estate:
- 11,466 loans issued for secondary market housing;
- 6,632 - for primary sale housing, of which 1,449 - in buildings under construction.
Most housing under the program was purchased in:
- Kyiv region - 5,002 loans;
- Kyiv city - 3,885;
- Lviv region - 1,101;
- Odesa region - 841;
- Vinnytsia region - 790;
- Ivano-Frankivsk region - 787;
- Rivne region - 744;
- Volyn region - 723;
- Dnipropetrovsk region - 571;
- Khmelnytskyi region - 565.
In 2025, Ukrainians received about 3.3 thousand loans, 60% of which were for housing in new buildings.
