HACC issues ruling following Justice Ministry lawsuit regarding Tsaryov's assets - what has been confiscated

The High Anti-Corruption Court has seized the assets of a former MP in the Dnipropetrovsk region for state revenue - 21 land plots and corporate rights have been confiscated. The lawsuit to the HACC to apply sanctions against former MP Oleh Tsaryov was filed by the Ministry of Justice.

The High Anti-Corruption Court announced that it has seized the assets of a former Member of Parliament - the speaker of the so-called parliament of the "DPR" and "LPR" - into state revenue. The lawsuit to the HACC regarding the application of sanctions against former MP Oleh Tsaryov was filed by the Ministry of Justice, UNN reports.

On Tuesday, April 28, a panel of judges of the High Anti-Corruption Court granted the lawsuit filed by the Ministry of Justice of Ukraine and applied the sanction provided for in paragraph 1-1 of part 1 of Article 4 of the Law of Ukraine "On Sanctions" to the former Member of Parliament of Ukraine (speaker of the so-called parliament of the DPR and LPR),

- the HACC reported.

The court, as stated, seized into state revenue a trailer and assets located in the Dnipropetrovsk region:

  • 21 land plots;
    • buildings and structures;
      • corporate rights.

        The court's decision enters into legal force after the expiration of the deadline for filing an appeal by all participants in the case, if no appeal has been filed.

        Addendum

        On February 24, 2026, the Ministry of Justice filed a lawsuit with the HACC against Oleh Tsaryov for the application of the sanction provided for in paragraph 1-1 of part one of Article 4 of the Law of Ukraine "On Sanctions."

        Oleh Tsaryov was a Member of Parliament of the Verkhovna Rada of Ukraine of the IV-VII convocations, and a member of the Party of Regions faction (since December 2012).

        According to the Ministry of Justice, Tsaryov held the position of "speaker of the parliament" of the so-called "Novorossiya" -a union of the so-called "Donetsk People's Republic" ("DPR") and "Luhansk People's Republic" ("LPR") - quasi-state entities created by the Russian Federation on the territory of the temporarily occupied Donetsk and Luhansk regions.

        Regarding Tsaryov, as the Ministry of Justice pointed out, there are two convictions finding him guilty of committing criminal offenses under Part 2 of Art. 110 of the Criminal Code of Ukraine, Part 3 of Art. 109 of the Criminal Code of Ukraine, and Part 3 of Art. 110-2 of the Criminal Code of Ukraine.

        Since 2014, Tsaryov, as noted by the Ministry of Justice, "has been engaged in public activities, particularly through the media, aimed at changing the boundaries of the territory and the state border of Ukraine, spreading public calls for the violent change of the constitutional order of Ukraine, and since 2022—aimed at supporting and justifying the full-scale invasion of the Russian Federation into the territory of Ukraine." Also, the defendant participated in the financing of actions committed for the purpose of changing the boundaries of the territory and the state border of Ukraine in violation of the order established by the Constitution of Ukraine," the statement reads.

        The Ministry of Justice claimed for seizure assets that Tsaryov owns indirectly through his wife Larysa Tsaryova and son Maksym Tsaryov, "specifically, 21 land plots, buildings and structures in the Dnipropetrovsk region, corporate rights, etc.," the Ministry of Justice reported.
