Rada prepares to vote on canceling tax exemptions for parcels under €150 by the end of May – MP

Rada is considering over a thousand amendments to bill No. 12360. The document envisages the cancellation of the tax exemption for parcels under €150 as early as May 26.

The Verkhovna Rada has begun considering amendments to bill No. 12360 for the second reading, which provides for the abolition of the tax exemption on parcels up to 150 euros, Yaroslav Zheleznyak, an MP from the tax committee, reported on Thursday, UNN writes.

"No. 12360 - KPIs for customs and the abolition of the exemption for parcels up to 150 euros - we have entered the amendments phase.... And until May 26," Zheleznyak indicated.
According to the MP, there are "more than 1000+ amendments to the bill, so their consideration will take a couple of hours."
"An amendment on the abolition of the 150 euro exemption for parcels is embedded in this law. The final vote will take place on May 26," Zheleznyak noted.
The bill was adopted in the first reading on December 17, 2025.

The Ministry of Finance explained what the new taxation model for international parcels will change, and also debunked myths regarding the abolition of parcel exemptions.
Earlier, the government approved a package of bills regarding the taxation of income from digital platforms, the taxation of international mail and express shipments, as well as the continuation of the military tax payment after the lifting of martial law, including as part of obligations under the cooperation program with the IMF.
