Lack of funds or absence of a mechanism: why the military still does not receive car certificates

The Cabinet of Ministers has still not approved the procedure for issuing certificates worth UAH 150,000 for contract soldiers. The Ministry of Finance explains the delay by the need for UAH 27.5 billion and the budget deficit.
The law on strengthening mobilization, adopted in April 2024, promised servicemen a number of benefits, including a certificate worth UAH 150,000 for the purchase of a vehicle for servicemen who signed a contract, but after two years the Cabinet of Ministers has still not adopted the relevant procedure. As stated in the Ministry of Finance, the draft government resolution has been prepared, but its further consideration is possible only after determining funding sources, since the need for implementing the law's provision is estimated at UAH 27.5 billion, reports UNN.

According to the Law of Ukraine No. 3633-IX "On Amendments to Certain Legislative Acts of Ukraine Regarding Certain Issues of Military Service, Mobilization, and Military Registration," adopted back in April 2024, servicemen who signed a contract were to receive a certificate worth UAH 150,000 for the purchase of a vehicle within three months. It could be obtained only once.
The law, which came into force in May 2024, instructed the Cabinet of Ministers to adopt, within one month, regulatory acts arising from this law, i.e., by the end of July 2024.
As reported by the Ministry of Finance of Ukraine in response to a UNN inquiry, "The Ministry of Finance, in execution of the instruction of the Cabinet of Ministers of Ukraine dated 22.04.2024 No. 12375/1/1-24, prepared a draft resolution 'On Approval of the Procedure for Obtaining a Certificate for the Purchase of a Vehicle by Servicemen upon Conclusion of a Contract'."
The Ministry of Finance stated that the Ministry of Defense of Ukraine, the Ministry of Internal Affairs of Ukraine, the Security Service of Ukraine, the State Guard of Ukraine, the Ministry of Justice of Ukraine, and the National Agency on Corruption Prevention of Ukraine agreed to the draft resolution with comments.
According to the Ministry of Defense of Ukraine and other security structures, the need for funds to implement the aforementioned provision of the Law of Ukraine dated 11.04.2024 No. 3633-IX (starting from the date of its entry into force) regarding the issuance of certificates for the purchase of vehicles to servicemen amounts to UAH 27.5 billion
In addition, as stated in the Ministry of Finance, "at the same time, the Ministry of Defense of Ukraine and other security structures have currently declared a significant deficit in state budget funds for 2026 to implement already adopted regulatory acts, in particular for the payment of monetary allowances to servicemen, concluding contracts that provide for increased motivational factors, payment of one-time monetary assistance in case of death, disability, or partial loss of working capacity under current norms."
The Ministry of Finance of Ukraine, together with the main budget fund managers belonging to the security and defense sector, is currently determining the additional need for funds until the end of 2026 and is working on possible sources of its financing. In view of the above, further processing of the draft resolution and its submission for consideration by the government is possible based on the results of ensuring the necessary funding for urgent defense needs
