The government, at the initiative of the Ministry of Energy, adopted two decisions for the development of Ukraine's energy system. This concerns updating the rules for building new generation and changing approaches to supporting renewable energy. This was announced by the First Deputy Prime Minister - Minister of Energy of Ukraine Denys Shmyhal, as reported by UNN.

At the initiative of the Ministry of Energy, the Government adopted two important decisions in this direction.

We are updating the rules for the competition for the construction of new generation. More market logic, simpler participation conditions, regional lots, and a clearer link between new capacities and the real needs of the system during peak hours are envisaged. This decision is about reserves, maneuverability, and reliability of electricity supply. The pilot competition showed that there is investor interest. Therefore, we are making this mechanism more effective and larger-scale. The next step will be the announcement of a competition for the construction of more than 1 GW of new generation

In addition, according to the official, the rules for auctions for the distribution of renewable energy support quotas for 2026 will also be updated, and forecast indicators for subsequent years will be determined.

For 2026, this is a 330 MW quota: 250 MW for wind, 33 MW for solar, and 47 MW for other types of RES. In fact, this is about the European logic of RES support: competitive auctions, market premium, and more transparent rules for investors.

In the logic of our "energy hundreds" model, these two decisions work together. One helps the system get new generation where it is most needed for stability. The second opens a more predictable market path for the development of renewable energy and attracting investments. We are already preparing for next winter. We continue to integrate with the European energy market. And while Russia is trying to destroy our energy system, we are building a stronger, more market-oriented, and European energy architecture.
