The government has clarified the mechanism for reducing the cost of services in case of their inadequate quality due to shelling. Kyiv residents will have their bills for January 2026 recalculated.

The Cabinet of Ministers of Ukraine has clarified the mechanism for recalculating the cost of heat and hot water in cases of emergency situations. This was reported by UNN with reference to the Vice Prime Minister for Restoration of Ukraine - Minister for Communities and Territories Development Oleksiy Kuleba.

As Kuleba noted, this refers to cases where, due to Russian attacks on critical infrastructure, heating or hot water services were provided incompletely, with interruptions, or of improper quality.
The current mechanism was formed for peacetime and did not take into account the realities of war, when strikes on energy and utility infrastructure directly affect the quality of basic services for people. Therefore, the Ministry of Development prepared changes that will allow for additional recalculations for consumers and significantly reduce the financial burden in cases where services actually did not meet the proper quality due to the consequences of Russian attacks
He noted that the Cabinet's decision makes it possible to conduct additional recalculations for consumers in Kyiv for January 2026 following massive strikes on the capital's energy infrastructure.

The Cabinet of Ministers of Ukraine extended the special gas supply conditions for heat producers that were in effect during the heating season. They will remain in effect until September 30, 2026.
