A former Ministry of Defense official is suspected of negligent attitude towards military service, which caused millions in damages.

Ex-official of the Ministry of Defense was served with a notice of suspicion for damages exceeding UAH 340 million during procurements

The former head of the Department of Resource Provision of the Ministry of Defense of Ukraine has been notified of suspicion of negligent attitude to military service. According to the investigation, the actions of the ex-official caused damages to the state of over UAH 340 million. This was reported by UNN with reference to the press service of the Prosecutor General's Office.

According to UNN, it refers to Maksym Hrytsenko, who is involved in the Hrynkevych case.

The Prosecutor General's Office stated that under the procedural guidance of prosecutors of the Prosecutor General's Office and jointly with the State Bureau of Investigation, the former head of the Department of Resource Provision of the Ministry of Defense of Ukraine (now the Department of State Procurement and Supply of Material Resources) was notified of suspicion under Part 4 of Article 425 of the Criminal Code of Ukraine (Negligent attitude to military service).

The investigation established that in August-November 2023, the Ministry of Defense official concluded 19 contracts with a number of business entities for the supply of lubricants, oil, and distillates for special purpose equipment for state needs for UAH 2.045 billion. At the same time, as indicated, VAT in the amount of UAH 340.867 million was included in the amount of state contracts, contrary to Cabinet of Ministers Resolution No. 178 of March 2, 2022, and Article 195 of the Tax Code of Ukraine.

By his actions, the former Ministry of Defense official caused severe consequences for the specified amount

It is noted that the damages were confirmed by an audit of the State Audit Service of Ukraine and the conclusion of a forensic economic examination.

Prosecutors of the Prosecutor General's Office have taken measures to reimburse UAH 329.22 million in damages to the state budget of Ukraine by business entities. Appropriate measures are being taken to recover another UAH 11.647 million

On July 4, it was reported that Maksym Hrytsenko was notified of suspicion of official negligence and use of forged documents (Part 2 of Article 367, Part 4 of Article 358 of the Criminal Code of Ukraine) with damages of over UAH 2 billion.

On January 17, 2024, the SBI announced suspicion to a Lviv businessman, one of the largest suppliers to the Ministry of Defense, and members of a criminal organization, in a case involving schemes with clothing for the Armed Forces of Ukraine worth UAH 1 billion. This includes Ihor Hrynkevych and his son Roman.

On January 18 of the same year, the son of Lviv businessman Ihor Hrynkevych, Roman Hrynkevych, was declared wanted. On January 22, it became known that Roman Hrynkevych was detained in Odesa while attempting to leave the country.

Subsequently, the Pechersk District Court of Kyiv remanded Roman Hrynkevych in custody until March 17, and also set bail in the amount of over UAH 500 million.

On January 16, 2025, the SBI completed the investigation into Ihor and Roman Hrynkevych for supplying low-quality military clothing for the Armed Forces of Ukraine. The state's losses amounted to over UAH 1.1 billion, and the accused face up to 15 years in prison.
