According to the draft law, for the period of martial law and within 30 days from its abolition, the Zaporozhye regional military administration, the head of the Zova will exercise the powers of the Zaporozhye Regional Council.
The powers of regional administrations include the approval of district and regional budgets; management of community facilities in the region; appointment and dismissal of their heads; functioning of municipal institutions; protection of critical infrastructure, etc.
According to the adopted bill, such powers were transferred to the Zaporozhye ERA and its head Ivan Fedorov.
The explanatory note indicates that since February 24, 2022, the Zaporozhye Regional Council has met only once - in March 2022, which is why many important issues for the region have not been resolved.
The head of the Zaporozhye era said that at the beginning of the full-scale invasion, in accordance with the law "on the legal regime of martial law", the budget powers of the Regional Council were transferred to the Zaporozhye era, which made it possible to ensure continuous financing of salaries, social payments, energy carriers and help the Defense Forces of Ukraine.
The Zaporozhye Regional Council still has limited self-governing powers: making managerial decisions on about 150 regional enterprises, institutions and institutions, as well as issues of communal property and construction. Despite this, the Regional Council for 2 years of war did not accept a single issue of the region's life. According to him, this led to extremely negative consequences: "several hundred unresolved issues. Frozen investments from international partners. Labor collectives without managers. Problems with evacuated regional institutions," Fedorov added.
At the same time, he noted that media statements regarding the dissolution of the Zaporozhye Regional Council are outright manipulation, and the powers of the Regional Council will be automatically restored after the end of martial law.
