Preparation for winter and the challenges of war may become the main reasons for personnel changes in the government

Personnel changes in the Cabinet of Ministers are functional, not political, aimed at strengthening the energy sector and housing and communal services. The expert believes that key appointments are related to preparation for the heating season under wartime conditions.

Preparation for winter and the challenges of war may become the main reasons for personnel changes in the government

Possible personnel changes in the Cabinet of Ministers of Ukraine are primarily related to the need to strengthen certain areas of government work in the conditions of war and preparation for the new heating season. This opinion was expressed by the President of the International Institute for Security Studies, Professor of KAI Oleksiy Buryachenko in a comment to UNN regarding possible  rotations in the executive branch. According to him, the current personnel decisions are rather functional, not political in nature.

According to the expert, the discussed personnel reshuffles do not indicate a political crisis or preparation for a new political season. He believes that the main goal is to strengthen the government's work in key areas that are strategically important during the war. Particular emphasis, according to him, is placed on issues of energy, regional development, and preparation for winter.

"What immediately catches the eye is that these changes are more functional than political. On social media, some write that this is preparation for the political season, but such appointments do not look politicized. The candidates currently being discussed are mostly technocratic in nature. It is more about strengthening certain areas of government work than about political agreements,"

-  explained Oleksiy Buryachenko.

The professor drew attention to the fact that among the possible candidates there are people whose experience is directly related to solving practical tasks. In his opinion, it was professional competencies, not political weight, that became the key factor in considering personnel decisions. At the same time, certain figures may be involved to scale successful regional practices to the national level.

"If we talk about Ihor Terekhov, he is more of a regional-level politician. The conversation between Zelenskyy and Terekhov and the published photo indicate a desire to scale the successful experience of Kharkiv during the difficult winter and massive shelling. This is more about effective management decisions than about politics. Therefore, even in this case, personnel initiatives look functional,"

Separately, the expert emphasized the importance of preparing the country for the heating season. He noted that a number of potential personnel appointments are directly related to the energy sector and housing and communal services issues. That is why personnel renewal is considered as a tool to increase the efficiency of public administration.

"Note that several candidates currently being discussed are specifically related to energy and housing and communal services. These are people who have experience in crisis management, work in the energy sector or local self-government. They can form the backbone that will be responsible for preparing for the heating season. During war, the speed of decision-making is particularly important,"

Oleksiy Buryachenko also commented on statements about the preparation of an "updated political strategy of the authorities." According to him, it is not about changing the political course, but about changing the principles of organizing the government's work. The main idea is the personal responsibility of each official for specific priority areas of activity.

"The basis of this updated strategy is not political accents, but a technocratic approach. We proceed not from surnames, but from functionality. There is a specific priority, there is a specific person responsible for it. If there is a result, it is a positive assessment of the work; if there is no result, there should be personnel decisions,"

Also, according to the expert, another motive for personnel changes is the need to improve the interaction between Ukraine's foreign policy achievements and their implementation within the country. He believes that the government should implement the agreements reached by the Ukrainian authorities at the international level more quickly. That is why certain areas may receive additional personnel reinforcement.

The president demonstrates significant diplomatic dynamism and achieves concrete results at the international level. But after reaching political agreements, they need to be quickly implemented domestically. It is at this stage, in my opinion, that a certain lag occurs. Therefore, the task now is to improve synchronization between the state's external and internal work

Speaking about the prospects of voting in the Verkhovna Rada, the professor suggested that key personnel decisions have high chances of support. According to him, some candidates are already perceived as compromise figures even among opposition representatives. At the same time, final conclusions about the composition of the government can only be drawn after the official submission of candidates for consideration by parliament.

For some candidates, we already see positive feedback not only from the authorities but also from opposition politicians. This indicates that some candidates are perceived as professional and politically neutral. I think the new government will largely retain the current composition. It is rather about targeted changes and strengthening certain areas of work
