A 37-year-old man was detained in Kyiv for walking around a residential complex with an automatic rifle, UNN reports with reference to the capital's police.

According to law enforcement officers, on April 20, at about 11:10 p.m., a report was received that an armed man was walking around one of the residential complexes on Kakhovska Street.

Law enforcement officers identified the apartment the offender had entered and detained him in accordance with Article 208 of the Criminal Procedure Code of Ukraine. He turned out to be a 37-year-old local resident who showed signs of intoxication. The man rents the apartment in this complex.

During the search, police seized a Colt M-4 carbine, an Escort Magnum BTS12 hunting rifle, and about 200 rounds of ammunition from the apartment. The seized items have been sent for examination.

Based on this fact, investigators of the Dnipro Police Department of the capital initiated criminal proceedings under Part 1 of Article 263 of the Criminal Code of Ukraine – carrying, storing, acquiring weapons or ammunition without a permit provided by law. The sanction of the article provides for imprisonment for up to seven years.

On April 18, in the Holosiivskyi district of the capital, a 58-year-old native of Moscow opened fire, killing five people, after which he barricaded himself in a supermarket and held hostages. He used registered firearms. At the same time, a fire broke out in the apartment where the attacker was registered.

Later, two more people died in the hospital.

The shooter was eliminated.

Criminal proceedings have been initiated under Part 3 of Article 258 (terrorist act that led to the death of people) of the Criminal Code of Ukraine regarding the shooting of civilians and hostage-taking in the capital.

Also, criminal proceedings have been initiated regarding the improper performance of official duties by police officers during the terrorist attack in the capital on April 18, 2026.

Legal qualification of the criminal offense: Part 3 of Article 367 (official negligence that caused grave consequences) of the Criminal Code of Ukraine.

A patrol crew, having service firearms and all legal grounds for their use, actually fled the scene of the terrorist attack in Kyiv, said Prosecutor General of Ukraine Ruslan Kravchenko after reviewing video materials, adding that two police officers were notified of suspicion.
