Lubynets reacted to the beating of a driver by police and TCC in Odesa

In Odesa, patrol officers broke a driver's arm during an arrest in the presence of the TCC. The prosecutor's office has launched a criminal investigation into the abuse of power.

Dmytro Lubinets, the Commissioner for Human Rights of the Verkhovna Rada of Ukraine, commented on the recent incident in Odesa involving representatives of the Territorial Recruitment Center (TRC). This was reported by UNN with reference to Lubinets' Telegram page.

The Ombudsman noted that during the forced detention of the driver, patrol police officers, in the presence of servicemen from the Khadzhibey TRC and SP, inflicted bodily harm on him in the form of a fractured humerus.
Lubinets added that the driver did not pose a threat to life or health and independently unlocked the central lock of the car. However, the patrol officers likely exceeded their authority and used physical force disproportionately to the circumstances.
Despite the decision of the disciplinary commission for official investigation regarding the "legality" of such actions and the lack of reaction from the State Bureau of Investigation, we did not leave this unattended. At the initiative of my Representative for Human Rights in Places of Detention, Vitaliy Nikulin, in March, the Odesa Regional Prosecutor's Office initiated criminal proceedings under Part 2 of Article 365 of the Criminal Code of Ukraine. A pre-trial investigation is currently underway to establish all the circumstances of the event and provide a legal assessment of the actions of officials.

In Odesa region, law enforcement officers exposed an official of the district TRC and SP who, for money, promised a serviceman to help him avoid responsibility for unauthorized abandonment of service and assist with employment.
