Changes to the "eOselya" program from July 17: what borrowers need to know

The updated eOselya program expands the list of recipients of loans at 3% to veterans and families of fallen defenders. The norms of housing area are also changing and income verification is being simplified.

From July 17, 2026, the updated terms of the state affordable mortgage lending program "eOselya" come into effect. The changes, approved by Cabinet of Ministers Resolution No. 794, expand the list of recipients of loans at 3%, revise the standard housing area, simplify income verification, and allow the involvement of guarantors who are not family members.

What is the "eOselya" program and who is it for
"eOselya" is a state affordable mortgage program that has been operating since October 2022. It is implemented by the Ministry of Economy, the Ministry of Digital Transformation, and PJSC "Ukrfinzhytlo" through partner banks. Under the program, you can purchase an apartment, a private house, or property rights to housing under construction that is accredited by the bank.
For military personnel, law enforcement officers, medical workers, teachers, and scientists, the rate is 3% per annum for the first ten years and 6% from the 11th year. IDPs and other citizens who do not have housing or own real estate smaller than the established norm can take out a loan at 7% for the first ten years and 10% thereafter.
The maximum loan term is 20 years. The minimum down payment for borrowers aged up to and including 25 years is 10% of the housing cost, for those aged 26 and over — 20%. The decision to grant a loan is made by the bank after assessing the applicant's income, credit history, and solvency.
What changes come into effect from July 17
The main innovation concerns veterans and families of fallen defenders. Combatants, persons with disabilities due to war, war participants, families of deceased or fallen veterans, as well as families of deceased or fallen Defenders and Defenders of Ukraine will be able to receive "eOselya" at 3% for the first ten years and 6% from the 11th year.
The preferential conditions will also be extended to military personnel from among reservists called up during a special period, and their family members. For reservists who entered into loan agreements from January 11 to July 17, 2026, the loan will be recalculated under the new conditions from the date of execution, provided they meet the program requirements.
For other veterans and families of the deceased, the new rates will apply only to loans taken out after the changes come into effect. The bank will verify the preferential status at the time of decision-making; it will not need to be re-confirmed.
New conditions for obtaining a preferential mortgage
From July 17, the area standards taken into account when checking the family's existing housing and selecting real estate for purchase will also change.
The standard apartment area will be 52.5 sq. m for one person and 73.5 sq. m for a family of two or three people. For each subsequent family member, starting from the fourth, 21 sq. m will be added. The maximum is 115.5 sq. m.
For residential houses, the indicator is set at 62.5 sq. m for one person and 83.5 sq. m for a family of two or three people. For each subsequent family member, 21 sq. m will be added, but no more than 125.5 sq. m in total. Children under the age of 21 will also be counted as part of the family.
Housing in temporarily occupied territories, in areas of active hostilities, as well as real estate destroyed as a result of the war, will not be taken into account when determining the applicant's housing provision.
In addition, the bank will be able to take into account the income of guarantors who are not family members of the borrower. A property guarantor will also appear, who can provide their own real estate or property rights as additional security. With the applicant's consent, information on income and solvency will be obtained from state registers.
Who can use the updated program
Citizens of Ukraine who meet the program requirements, have insufficient living space, and are able to service the loan can submit an application. The preferential rate of 3% is available to certain categories of military and security forces, medical workers, teachers, scientists, and from July 17 — also to veterans, families of fallen defenders, and reservists called up during a special period.
IDPs and other citizens without their own housing or with housing smaller than the standard area can take advantage of the base rate of 7%. At the same time, meeting the criteria does not guarantee a loan: the bank checks income, debt burden, credit history, and the selected property.
The government also provided for the possibility of paying the down payment with a housing voucher for IDPs from temporarily occupied territories who have the status of a combatant or a person with a disability due to the war. The launch of the mechanism depends on changes to mortgage legislation.
How to submit an application for participation in "yeOselya"
The application is submitted in the "Diia" app. In the "Services" section, you need to select "yeOselya", specify the family composition, income, parameters of the desired housing, the amount of the down payment, and the loan term. Then the applicant chooses a bank and signs the application with an electronic signature.
The bank's preliminary response arrives in the mobile application of administrative services "Diia". Next, the borrower submits documents, undergoes a solvency check, selects housing, conducts an appraisal, and executes the loan, mortgage, and insurance contracts. In addition to the down payment, costs for appraisal, insurance, and notary services should be anticipated.
