Commissioner for Human Rights of the Verkhovna Rada of Ukraine Dmytro Lubinets responded to complaints about conditions at the Kyiv City Clinical Emergency Hospital. He reported this on Telegram, UNN reports.

The Ombudsman's Office conducted monitoring following numerous complaints from military personnel and veterans, media investigations, and signals from public organizations. The Commissioner's representative Olena Kolobrodova and his advisor Oleh Mikats went to the facility for a monitoring visit.
"We personally went through the entire 'patient route' and conducted an anonymous survey of patients, visitors, and staff. The visit clearly showed: doctors on the ground are doing everything possible, but the medical system itself, due to a lack of funding, operates with absurd errors,"
As the Ombudsman noted, the most acute problem lies in the financial 'scissors' from the National Health Service of Ukraine. In particular, current state tariffs are detached from modern realities.
For example, 600 hryvnias are allocated for a computed tomography scan with contrast, while the actual cost of the procedure exceeds this amount by approximately 2.5 times, Lubinets stated.
"That is, the hospital operates at a loss on every procedure. The situation is even more critical with the long-term treatment of severe injuries, which can last for months. The NHSU covers this complex process as a single case with a symbolic surcharge of 10% for prolonged hospitalization. The facility survives thanks to the city program for funding medicines, but here the registration trap kicks in — the program is designed exclusively for residents of Kyiv, although the hospital accepts wounded Heroes and Heroines from all corners of Ukraine,"

A commission of the Department of Health of the Kyiv City State Administration found violations at the emergency hospital after the death of a wounded soldier of the 56th Separate Motorized Infantry Mariupol Brigade, Serhii Kuznetsov.
Subsequently, the Kyiv Department of Health made a decision to early terminate the contract and dismiss the director of the Kyiv City Clinical Emergency Hospital, Viktor Dorosh.
