The vote on amendments to the 2026 budget has been postponed until tomorrow. Defense spending will increase by UAH 1.64 trillion through credit assistance from the European Union.

The vote on amendments to the 2026 State Budget has been postponed until tomorrow, members of parliament reported on Wednesday, UNN writes.

"Tomorrow there will be a consideration of amendments to the 2026 Budget," MP Yaroslav Zheleznyak wrote.

"The vote on budget amendments No. 15224 has been postponed until tomorrow," MP Oleksiy Honcharenko also reported.

Before the start of the session, the Verkhovna Rada reported that today's agenda was supposed to include the inclusion in the agenda and decision-making on draft law No. 15224 on amendments to the State Budget of Ukraine for 2026 regarding the financial support of the security and defense sector, along with six alternative bills.

What is proposed

Earlier, the Chair of the Verkhovna Rada Committee on Budget, Roksolana Pidlasa, reported on social media that the government's draft law on amendments to the 2026 Budget stipulates that "state budget expenditures are increased by UAH 1.64 trillion, mainly due to an EU loan (I remind you, we will have to repay this money only in the event of receiving Russian reparations)."

According to Pidlasa, expenditures are increased in the following areas:

  • +UAH 1.56 trillion for the national security and defense sector, of which:
    1. +UAH 1.397 trillion to increase the state's defense capability and security (this is money that Ukraine will receive under the EU loan this year for defense needs. It is reflected in a new separate program under the special fund).
      1. +UAH 152.26 billion for the support of the Armed Forces of Ukraine (this is mainly monetary allowance).
        1. +UAH 14.58 billion - to replenish the reserve of funds for the security and defense sector (a Ministry of Finance program from which they cover priority needs).
          1. +UAH 3.15 billion for the development of the military-industrial complex (special fund resources due to increased revenues from the "military PIT").
            1. +UAH 2.13 billion for the State Special Transport Service (under the Ministry of Defense).
              1. +UAH 9.91 billion for the National Guard (this includes both monetary allowance and weapons).
                1. +UAH 6.79 billion for the State Border Guard Service (likewise).
                  1. +UAH 4.8 billion for the State Special Communications Service (drones).
                    1. +UAH 2.47 billion for the SBU (mainly monetary allowance).
                      1. +UAH 1.83 billion for the Main Intelligence Directorate of the Ministry of Defense (monetary allowance and weapons).
                        1. + UAH 7.8 million for the Foreign Intelligence Service.
                          • the government proposes to allocate +UAH 40 billion for the implementation of comprehensive resilience plans for regions and individual cities (a new budget program of the Ministry of Regional Development, the distribution of funds for which will be carried out by the government through its decisions);
                            • the government proposes to increase the reserve fund by UAH 40 billion;
                              • the revenue part of the budget increases by UAH 2.29 trillion due to:
                                1. UAH 1.397 trillion - military support within the framework of the EU loan.
                                  1. UAH 824.25 billion - budget support within the framework of the EU loan.
                                    1. UAH 47.67 billion - EU money within the framework of the Ukraine Facility.
                                      1. UAH 22.62 billion - additional revenues from PIT and military tax (due to the growth of total expenditures on salaries for military personnel).
                                        • the government proposes to direct the military tax to the monetary allowance of the AFU military starting from July 1, 2026;
                                          • it is proposed that in 2026, revenues from export duties on military-purpose and dual-use goods be directed to the purchase and production of weapons and the monetary allowance of AFU servicemen.

                                            Later, MP from the financial committee Olha Vasylevska-Smagliuk indicated on social media regarding the draft law on budget amendments that "the Ministry of Finance's position: the government draft law takes into account only urgent issues related to the European Commission's decision to provide Ukraine with assistance in the amount of 45 billion euros." According to her data, "of these: 31.8 billion euros - security and defense sector; 13.2 billion euros - covering the budget deficit."

                                            The 2026 state budget revenues, the MP reported, "are proposed to be increased by UAH 2.291 trillion - to UAH 5.196 trillion." Also, according to her data, "an increase in expenditures by UAH 1 trillion 560 billion is provided, in particular: for the development of weapons and special equipment; for the monetary allowance of servicemen; for development programs; an increase in the reserve fund by UAH 40 billion (for the protection of critical infrastructure in the regions and the purchase of necessary equipment in the regions (resilience plans))."
