An additional 270 billion hryvnias are needed to fund the army and implement the military remuneration reform. This was reported by People's Deputy Yaroslav Zheleznyak, according to UNN.

The Prime Minister reported that the current funding deficit for the army (without any changes to remuneration) is approximately 150 billion hryvnias. To carry out the announced military remuneration reform, an additional +120 billion hryvnias are needed on top of this deficit. That is, yesterday's budget did not allocate enough to cover current military salary needs + the reform: 270 billion hryvnias
At the same time, he added that the government took 40 billion hryvnias from the Ministry of Defense to redirect them to the Reserve Fund, from which, in particular, the national cashback is paid.

On June 10, the Verkhovna Rada adopted in its entirety the relevant bill (No. 15224) on amendments to the 2026 State Budget regarding increased spending on security and defense.
According to the bill, state budget revenues in 2026 will amount to almost 5.2 trillion hryvnias, instead of 2.9 trillion hryvnias.
State budget expenditures will also increase from 2.6 trillion hryvnias to almost 3.8 trillion hryvnias.
Among other things, the document provides for an increase in expenditures for the security and defense sector by 1.56 trillion hryvnias.
For example, expenditures for the National Guard of Ukraine will increase from over 186 billion hryvnias to over 202 billion hryvnias. Expenditures for the Ministry of Internal Affairs will increase from over 503 billion hryvnias to over 533 billion hryvnias. Expenditures for the Ministry of Defense will increase to over 3.4 trillion hryvnias.
Expenditures for the State Special Transport Service of Ukraine will increase to over 58.4 billion hryvnias (+2.13 billion hryvnias), GUR (Defense Intelligence) expenditures will increase to over 31.5 billion hryvnias (+1.83 billion hryvnias), and SBU (Security Service of Ukraine) expenditures will increase to over 43.3 billion hryvnias (+2.47 billion hryvnias).
According to the law, in 2026, the Cabinet of Ministers will be able to distribute budget allocations for the implementation of comprehensive resilience plans for regions and individual cities, opening new budget programs if necessary, including transfers to local budgets. It is planned to add 40 billion hryvnias to the Reserve Fund for this purpose.
