President Zelenskyy stated that the new Minister of Defense must resolve the issues of mobilization and the work of the TCC. He emphasized the need to stop cases of forced detention of people, which are called "busification".

President of Ukraine Volodymyr Zelenskyy stated that one of the main tasks of the new Minister of Defense will be to solve problems related to mobilization and the work of territorial recruitment and social support centers. The head of state said this during a joint press conference with UK Prime Minister Keir Starmer on July 16, reports UNN.

According to the head of state, the future head of the Ministry of Defense should take care not only of the needs of the army, but also of mobilization issues and reforming the system of work of the TCC.

The President acknowledged that it is currently difficult for the state to find a mechanism for conducting mobilization measures that would be both effective and provide respectful treatment of citizens.

The head of state also emphasized the need to stop cases of forced detention of people by TCC representatives, which in society is called "busification."

Zelenskyy believes that problems with mobilization, the work of the TCC, the situation in military brigades, and cases of so-called "busification" should be jointly addressed by the country's military and political leadership.

According to him, it cannot be that one side is responsible only for victories, and the other only for problems. Responsibility for successes and shortcomings must be shared.

Context

The problem of violations during mobilization measures has repeatedly become the subject of inspections by the Ombudsman's Office. According to its data, the number of complaints regarding the actions of individual representatives of the TCC and SP increased from 18 in 2022 to 6,127 by the end of 2025. During monitoring visits in various cities, ombudsman representatives recorded cases of illegal restriction of freedom, physical violence, and other forms of coercion.

From September 1, 2025, employees of the TCC and SP who check military registration documents or serve summonses are required to use body-worn video recorders. Violation of video recording rules entails disciplinary liability. The Ministry of Defense explained that the recordings should protect the rights of both conscripts and representatives of notification groups and serve as evidence in disputed situations.

In July 2026, the Verkhovna Rada Commissioner for Human Rights, Dmytro Lubinets, stated that during the reform of the mobilization system, it is necessary to abandon quantitative indicators, strengthen citizens' motivation to join the army, and transform the premises of the TCC and SP into service centers.
