ARMA transferred the "Flagman" shopping center to the "KAMparitet" consortium for management after criticism in the media. The manager is obliged to transfer 630 thousand UAH to the budget every month.

The Asset Recovery and Management Agency has signed a contract with the new manager of the "Flagman" shopping center in Ivano-Frankivsk, who began to be searched for only after publicity in the media and comments about the inefficiency of ARMA, writes UNN.

As reported in ARMA, the "Flagman" shopping center, which previously belonged to a structure from the orbit of the aggressor country, has now been officially transferred to the management of the "KAMparitet Management Company" consortium.

The agency noted that the manager is obliged to ensure the effective operation and commercialization of the asset, as well as monthly transfer to the state budget a guaranteed payment of UAH 630,729.82 without VAT, regardless of financial results.

This agreement is an example of how arrested property seized from hostile structures is transformed into a resource for the state. From now on, the "Flagman" shopping center will bring income not to the aggressor, but to the budget of Ukraine. This is not just a legal act, it is a signal that the state knows how to effectively respond to the challenges of the war through instruments of forced management 

- said Igor Chuloy, Director of the Asset Management Department of ARMA.

As expected, ARMA presents this case as an example of "successful success". However, it is worth recalling that this object was transferred to the management of the agency back in the fall of 2022. And since then, they have "forgotten" about it for almost two years. Only after critical publications in the media, which indicated the selective and ineffective work of ARMA, the object was finally put up on Prozorro and a manager was chosen for it.

Thus, this case is another example of how ARMA, under the leadership of Olena Duma, has not taken action on arrested assets for years, and then presents the performance of duties as an achievement. While the agency is engaged in self-promotion, the question of its real capacity remains open.

Earlier, the head of the Verkhovna Rada Anti-Corruption Committee, Anastasia Radina, noted that maintaining a constructive dialogue with ARMA is constantly complicated by manipulation. She cited three examples that demonstrate how the agency distorts data about its activities. One of them, Radina, cited the case when the anti-corruption committee asked ARMA how many assets they have and how many of them have been transferred to management? The agency reported that there are 69,000 assets in the register, and 36,000 have been transferred to management, i.e. about 47%. However, a detailed analysis revealed that 20,000 of these 36,000 assets are movable property of Mezhyhiria, including bottles of wine, furniture and documents, which have no independent economic value.

In response, ARMA head Olena Duma called on the deputy to "analyze the information".

Later, Anastasia Radina published an analysis of ARMA's work under the leadership of Duma and noted that in a year and a half in office, she concluded only seven contracts that brought income as of the end of 2024.
