The Ministry of Defense on the transformation of the TCC: a year in the making

The Ministry of Defense has been working on the digitalization of the MCC services for a year, and 3.5 million Ukrainians have already updated their data through Reserve+. The ministry is considering reforming the MCC into a service office for servicemen.

The Ministry of Defense has been working on the transformation of the MCC and JV for a year. We are talking about the digitalization of some services of the military command and control center. This was stated by Deputy Defense Minister Kateryna Chernogorenko during a briefing, UNN reports.

As soon as we unload the TCCs, open up the possibility of performing functions that can only be done offline online, this load will naturally decrease. The TCCs will be able to focus on generation forces, mobilize, plan, make their expert opinions, etc. And we will take all services online as well

- Chernogorenko said.

She noted that Ukrainians are now super ready for digital tools.

We have 3.5 million users who have updated their data through Reserve+, which is twice as many as those who have updated their data through TCCs and ASCs combined. It is an obvious vector to move where it is more convenient for Ukrainians. Next, it will be the transformation of the TCC, we will be able to see how we take it to the digital back office, see what activity our citizens have online, in digital tools, Reserve+, and what partial services will remain in the TCC and possibly immigrate to the ASC. That is, this is really a work on a major reform, the transformation of the TCC, which has actually begun only a year after we started doing it

When asked what the Defense Ministry thinks about the idea  of disbanding the TCC with the transfer of functions, Defense Minister Rustem Umerov replied:

“We have adopted the principle of not harming the existing system. We hear, we know. This is a challenge, this is a very huge pain. For our part, we have been working on this concept to turn it into a service office for servicemen, and there were several other concepts. That is, we do not stop to find solutions in this regard. We are taking a balanced approach, working through the legal aspects of the reformatting, how it will be more effective than the current one, who will manage it, how it will be serviced. We are discussing this internally.

Chief of the General Staff of the Armed Forces of Ukraine Anatoliy Bargylevych also commented on the idea of disbanding the TCC.

The TCC is not a stable organism that is not reversible, life will tell. Changes will be made, and the question will arise by itself, or the TCC will be reorganized into another body, or it will remain as it is, life will tell

- Bargylevich said.

The Temporary Investigative Commission for the Protection of Servicemen's Rights has submitted a report proposing to disband the TICand to create recruitment centers instead, which will employ civilians, among others.

Roman Istomin, a spokesman for the Poltava TCC, explained that the TCC and the JV have employees and separately military personnel. The former can be involved onlyas conditional construction crews.
