Following the death of Ayatollah Ali Khamenei on the first day of the conflict and the increased role of his son Mojtaba, the system began to transform.

Despite his formal position at the top of power, Mojtaba Khamenei, according to sources, largely performs the function of legitimizing decisions. Key initiatives do not originate from him, but from military leaders.

Amid the war, the command center has shifted to a narrow circle associated with the Supreme National Security Council, the Office of the Supreme Leader, and the Islamic Revolutionary Guard Corps (IRGC).

It is the IRGC, according to officials and analysts, that today plays the leading role in both military strategy and political decisions.

"The Iranians are extremely slow to react," the Pakistani official noted. "It is obvious that there is no single command structure making decisions. Sometimes it takes them 2 to 3 days to respond."

Experts emphasize that the main difficulty remains the gap between Washington's proposals and the hardline position within the IRGC.
