For example, during the last meeting of the PIC to assess the effectiveness of local self-government bodies in Kyiv, representatives of the Kyiv City Prosecutor's Office provided information on open criminal proceedings against city officials. It was reported, in particular, that in 2023, pre-trial investigations were completed and indictments were submitted to the court in 80 criminal proceedings against 97 defendants, including 49 officials of the executive body of the Kyiv City Council and MEs, institutions and organizations established by the City Council. Of these, 45 are senior officials, namely heads of enterprises, structural units, administrations, or enterprises.

In addition, the pre-trial investigation of 17 criminal proceedings against officials of Kyiv district state administrations was completed.

"In the criminal proceedings in which the indictment was sent to court in 2023, damages of UAH 510 million were established," said representatives of the Kyiv Prosecutor's Office.

Moreover, in the first 6 months of 2014, 76 indictments against 87 defendants have already been submitted to the court. In particular, these are officials of KCSA and KP, of whom 50 are senior executives.

"In 21 proceedings, 37 people have been notified of suspicion, 26 of whom are officials of the MEs, 23 of whom are managers.

In the completed proceedings this year, the amount of losses amounted to UAH 504 million," said representatives of the Kyiv Prosecutor's Office.

In addition, in 2023 and this year, 68 audits of the activities of the Kyiv city authorities were conducted.

"In 2023 and the current year of 2024, the Kyiv City Prosecutor's Office officially received 25 audit reports.

As for the audit, its results are mainly related to inefficient use of budget funds, management of municipal property, and implementation of targeted programs," added representatives of the Kyiv Prosecutor's Office, noting that the logic of determining the objects of audit is not clear.

"A number of enterprises, despite the large amounts of budget funds allocated and the facts of abuse revealed by law enforcement agencies, are not inspected at all. For example, the Directorate for the Construction of Road Transport Facilities in Kyiv, which is the customer for the construction of the Podil Bridge. Despite the official request of the prosecutor's office in the summer of 2023 to audit this enterprise due to numerous facts of embezzlement during the construction of the bridge, the auditors did not come to the attention of the auditors," the prosecutor's office emphasized.

Commenting on the data from the Kyiv Prosecutor's Office, Povoroznyk noted that the criminal proceedings have a negative impact on the situation with personnel at KCSA.

"With so many criminal cases being opened every day, dozens and hundreds of them, we will have no one to work, by and large," he said.
