Rada passed a law on new railway safety rules in accordance with EU requirements

The Rada passed a law on railway safety to fulfill the requirements of the Ukraine Facility. The document implements European standards for certification and licensing.

On Tuesday, June 9, the Verkhovna Rada of Ukraine passed a law on railway transport safety. This will allow for the fulfillment of obligations under the EU Association Agreement and the Ukraine Facility Plan. This was reported by UNN with reference to the parliamentary press service.
Details
This regulatory act implements a European risk assessment system and new approaches to technical regulation. In particular, regarding the training, examination, and certification of train drivers, as well as licensing for carriers.
The initiator of Draft Law No. 14174 on the safety and interoperability of railway transport in Ukraine is the Cabinet of Ministers of Ukraine. 254 People's Deputies voted in favor of its adoption.
The draft law provides not only for the implementation of EU legal acts in the field of railway transport into Ukraine's national legislation but also for:
- the creation of a traffic safety management system in railway transport in accordance with EU legislative requirements;
- the establishment of legal frameworks for technical regulation
and the admission of railway transport subsystems into operation;
- the introduction of a European system for licensing locomotive/train drivers to operate on railway infrastructure and the functioning of relevant training centers.
At the same time, MP Yaroslav Zheleznyak reported that Draft Law No. 14174 is the first in the Ukraine Facility line.
This law shall come into effect three years from the date of its publication.
