Putin stated that those responsible for the attack "must receive a deserved punishment," which "will be inevitable," and asked Prosecutor General Alexander Gutsan and Chairman of the Investigative Committee Alexander Bastrykin to report on "how the work to identify these criminals is progressing."

According to Gutsan, the Commander of the Unmanned Systems Forces of the Armed Forces of Ukraine Robert Brovdi, the head of the Main Intelligence Directorate Oleh Ivashchenko, "and several other AFU commanders have been implicated as defendants in the attack on Starobilsk." Bastrykin accused the AFU of strikes using drones manufactured by "Ukraine and NATO countries."
