MES approved admission rules for vocational colleges - what changes for applicants in 2026

The mandatory motivational letter has been canceled, and a limit of 10 applications has been set. Registration of personal accounts will begin on June 25 for 9th-grade graduates.

The Ministry of Education and Science of Ukraine has published the Admission Procedure for professional pre-higher education institutions for 2026. The document defines the conditions of the admission campaign to professional colleges, key deadlines for submitting documents, and innovations for applicants. This was reported by the Ministry of Education and Science, according to UNN.

The ministry noted that along with the procedure, they prepared a special applicant's guide, which explained the main stages of the campaign and this year's changes in simple language.
Among the main innovations, a motivational letter is no longer mandatory for admission. At the same time, a specific educational institution can independently provide for its submission in its own admission rules.
Applicants will also be able to submit up to 10 applications in total, of which up to 5 are for state or regional order places. For those entering after the 9th grade, the deadline for submitting documents has been extended to three weeks.
Separate simplified conditions are provided for applicants from temporarily occupied territories and active combat zones. For them, remote submission of documents, online entrance exams, and admission through the educational centers "Crimea-Ukraine" and "Donbas-Ukraine" are available.
The Ministry of Education and Science emphasized that admission for such applicants will take place without taking the national multi-subject test. In addition, at the request of applicants from the temporarily occupied territories, personal data can be encrypted in information systems for security reasons.
Among the priority specialties with state support in 2026 are electrical engineering, robotics, aviation and rocket-space technology, mechanical engineering, construction, and the agricultural sector.
Registration of electronic cabinets starts on June 25 for applicants after the 9th grade and on July 1 for applicants after the 11th grade and other categories of applicants. Applications will be submitted through the EDEMO system.
The Ministry of Education and Science emphasized that consulting centers at admission committees will help applicants with cabinet registration and document processing.
