It was established that the official signed documents for the lease of 70 hectares of the territorial community's land for a sugar factory without the relevant decision of the executive committee and the relevant commission.
For the use of municipally owned land, the lessee must pay 3% of the normative value to the budget.
The official and the businessman artificially "painted" the value of the land at UAH 2 million. As it turned out, the valuation of the land plot exceeded the value specified in the contract by 51 times, and the sugar plant's management did not pay UAH 2 million 803 thousand for the lease.
The investigation alleges that the mayor knew for certain that he was acting in violation of the law, but gave instructions to his subordinates that could have concealed the transaction.
