The EU is considering approving a €5 billion fund to help Ukraine and using the excess profits from frozen Russian assets to finance Ukraine's defense, EU Foreign Policy Chief Josep Borrell said.
The EU Foreign Affairs Council is considering a €5 billion Ukrainian Assistance Fund and the use of excess profits from Russia's frozen assets, EU High Representative for Foreign Affairs and Security Policy Josep Borrell said on Monday before a meeting of the bloc's foreign ministers, noting that he expects the first issue to be approved and a political agreement on the second, UNN reports.

According to Borrell, the meeting will be joined by "two important guests via video conference: US Secretary of State Anthony Blinken and Ukraine's Foreign Minister (Dmytro Kuleba).
I hope that we will finally adopt important decisions today. First, the Ukrainian Assistance Fund, with a top-up to the European Peace Facility of €5 billion, that has been discussed for weeks. I hope that today the Ministers will definitely approve that, in order to increase our military support to Ukraine which is very much needed
"On the support to Ukraine, as I said at the last Foreign Affairs Council, I will hope - definitely - [to] have a political agreement from the Ministers on the windfall profits coming from the Russian assets, that have been frozen. I hope a political decision will finally be taken in order to take this windfall profits, not the capital but the revenues, in order to increase our capacity to finance Ukraine’s defence. I hope today a political agreement will be reached in order to finally take action on that," the EU diplomat said.
"So, the Ukrainian Assistance Fund on one hand, and the (proceeds from the) frozen assets on the other hand," he summarized.
Also, according to him, "we will adopt a package of sanctions for the killing of Alexei Navalny, and also, I hope for the Hamas and extremist settlers, both."
