Deputy heads for defense issues to be introduced in local councils

Deputy heads for defense issues from among military personnel will appear in Regional and District State Administrations. They will be appointed upon the recommendation of the Ministry of Defense to coordinate national resistance.

Deputy heads for defense matters will appear in regional and district state administrations. These positions will be held by active-duty military personnel seconded by the Minister of Defense of Ukraine. This was reported by UNN with reference to the press service of the Ministry of Defense of Ukraine.

"The established system of national resistance allows for faster and more effective decision-making in the event of enemy aggression. Therefore, its development must be carried out in both peacetime and wartime. Ukraine continues to build the infrastructure of national resistance even under the conditions of full-scale Russian aggression. Thus, thanks to recent legislative changes, the position of deputy head for defense matters is being introduced in local councils," the Ministry of Defense reported.
Deputy Minister of Defense Lieutenant General Yevhen Moisiuk stated that these positions will be held by active-duty military personnel seconded by the Minister of Defense of Ukraine.
"We expect that they will significantly strengthen the interaction between the civilian and military sectors. It is important that these positions will be maintained even in the event of conditionally peaceful times," Moisiuk added.
Addendum
In March, the Verkhovna Rada passed bill No. 13347 in its second reading, which provides for the introduction of a new discipline in Ukraine's higher and vocational pre-higher education institutions – "Basics of National Resistance." It involves basic training for students on how to act in crisis situations.
The law was signed in April by President of Ukraine Volodymyr Zelenskyy. The law entered into force on April 12.
Among other things, the document provides that heads of local state administrations will have deputies for defense matters.
According to the law, they will be appointed by the head of the respective regional administration from among the servicemen of military formations, seconded to the respective administration to perform tasks in the interests of state defense and security while remaining in military service, upon the recommendation of the Minister of Defense and in coordination with the Cabinet of Ministers.
Similar deputies will also appear in district administrations, to be appointed by the head of the respective administration upon the recommendation of the Minister of Defense and in coordination with the head of the regional state administration.
In addition, the defense powers of local state administrations are being expanded; specifically, they will ensure monitoring of the effective use of financial resources by centers for training citizens for national resistance, as well as exercise control over the effective functioning of these centers.
